charge to security deposit

I rent one bed room apartment and I am the only person live in this apt for 1 year. I gave the lanlord 30 days notice to move out. I never recieved the notice from them for final inspection. they had a promotion so I move in with $149 security deposit now they send me a letter to ask for 70.00 dollars more because they charge me for :$45 carpet cleanning,$100 for cleaning,$45 for painting and some utility balance. DO they have the right to charge me for $100 cleaning and painting?. WHen I move in, there was no new painting, old carpet and I when i left i clean it well, no damage. I had $400 full refund from my previous landlord for leaving the carpet cleaning and no damage. Can i sue them in small claim court? can i ask for more than the amount of deposit, because of time to spend on this issue and time to take off from work to attend court.

Yes. Take them to the small claims court. If you did not have a new paint job when you moved in, it is wrong for them to charge you for a paint job when you moved out.
