Legal Question in Landlord & Tenant Law in California
The circuit box in the home I rent was not fully replaced upon my moving in, and a few years and earthquakes later, something shook loose and the electricity grounded out at the circuit breaker and ran two-hundred and twenty volts through every electronic device plugged into the top floor of my home including the lamps. This overloaded them all and blew them up. When I called my landlord he said is was an issue to be taken up with renters insurance, the insurance was under my mother's name. She passed on just recently and the policy is no longer valid as of a few months ago. Is this something my landlord should legally be helping with or is this just colossally bad luck?

It depends on whether or not the landlord knew or should have known that there were defective conditions in the circuit box. If so, and he did not repair them, then he is liable for the damage. If not, then you are out of luck.
