Cockroaches in Apt

Our friend renewed his apartment lease then soon after decided to move in with his girlfriend, so I took over his lease - the apt office is aware I live there though his name is on the lease.

On the other apts were renovated with new cabinets, since the lease was renewed we asked that apt be renovated like all the others in the building - there is also bad coackroach problem. The office said no to the new cabinets and would have someone come spray for the cockroaches. Nobody ever came and there are cracks in the old cabinets that the coachroaches come from. Is there anyway we can get the landlord to place the cabinets like all the other apartments in the building and fix the coachroach problem?

Infestation is a habitability problem, so the landlord should be given the opportunity to cure the problem or city or county code enforcement should then be contacted.

Cabinets are more of a cosmetic feature. Unless they pose a threat to health and safety the likely answer is no to forcing the landlord to change them.
