Are commercial deposit rules the same as residential ? Must they send you the deposit or an itimized statement of damage in the 21 days (here in CA) . Can they do nothing and then send a demand letter for light bulbs and minor things 4 months later . ? What are the rules with respect to commercial deposit return. ?

The rules are not the same, and are generally a matter of what the lease agreement provided for. There is some guidance in California Civil Code 1950.7, which does govern commercial lease agreements. The landlord has 30 days to return the deposit, as opposed to 21. Read the statute, and review your lease.
