Can a commercial property management owner submit a commercial a monthly rental statement to the tenant who has a written triple net lease agreement for a certain amount accept the payment than demand double the payment the following month stating the reduction should have been applied to someone else's account?

You pay what's in your lease - no more no less.

You pay what you owe. Just because your landlord under-billed you doesn't mean you suddenly don't owe the money.
