my landlord does not enforce the noise other residents are doing and it is terrible. What can a resident do about the landlord showing favoritism to other residents and not fixing the problem? I do not want to move but it has become really bad and I like where I am at. This is just one area and believe me there are more issues.

Most cities and/or counties have noise ordinances. Since your zip code indicates you are from San Francisco, check the noise ordinance and call police to enforce.

As to favoritism, you can write a certified letter asking landlord to cease or desist, but this would be almost impossible to prove in court.

Go after the noise first, and if you aren't satisfied, you'll have to put up with it or move.
