Legal Question in Landlord & Tenant Law in California

What is considered a cockroach infestation? I have found one per day for three days, and a total of seven over the past two months.

There is no firm definition. Certainly a number that would cause the average person to leave qualifies. Personally, I do not think the number you have found reaches the level of your being displaced. While it is the lamdlord's duty to keep pests away, it will make you more comfortable to spray to some extent yourself.
