Legal Question in Landlord & Tenant Law in California

Construction

I live in a rent control area. They are doing construction on the building to repair the roof. From the roof and over the sides of the building they draped a very large tarp. This tarp covers all the windows in the apartment that blocks the light and restricts the air flow tremendously. We were told that it would be like this for two weeks. Their response to our protest was they would not remove nor lift it up off the windows at the end of the day. Is this legal and if not what can I do about it.? Thank You

You can ask for compensation for the inconvenience. If the LL does not make adjustments to the attitude of the roofers to allow ventilation into your apartment, you should write the landlord of you concern and consider withholding rent. But don't withhold any rent in the meantime.
