damaged bike while under apartment's possession

I live in an apartment complex filled with condos. I left my bike parked out front. My apartment confiscated it, saying they put out noticed that untagged bikes would be confiscated. While they had it, my wheel is stolen(they dispute this), I went to complain and they said they weren't responsible. I thought they were right and gave it up. This also happened last october. Do they have to pay for the damage to my bike?

Yes. They should have protected your property. Talk to your landlord, first, and see what he/she suggests.
