how much can i deduct for a non-working heater in LA rent control if I pay $800 and I moved in one year ago?

You cannot simply deduct any amount from your rent - you must go through a process of putting the landlord on notice of your intention to repair and deduct with very specific notices and giving the landlord the time required under the code to correct the deficient conditions. If you are under LA rent control, contact the LA Housing Authority before you do anything. They are pretty aggressive about protecting tenant's rights, and may be willing to intercede on your part. If you decide that you want to repair and deduct, then you need to get specific legal advice from a tenant's right attorney in LA about how to go about that process.
