Legal Question in Landlord & Tenant Law in California
My dental office landlord is raising my rent at 6% per year. In our lease agreement it was mentioned that rent could go up from 2-6% per year, but orally it was agreed that it will not increase over 4%.
Do I have any rights?

You probably can not prevent the 6% increase but I would have to see the part of the lease covering that subject and any communications before or after the lease was signed that might be relevant to rental increases. In general, a written document can not be modified by subsequent orally comments as then all written documents would be subject to the argument that the parties later agreed to make changes. There are some exceptions but probably none that would apply in your case, but without more details none of us can say.
