Legal Question in Landlord & Tenant Law in California

deposit

presently i live in 1 bd apt and would like to move to a 2 bd apt with a roommate in same complex. originally i was told by mgr that i could do this and they could just transfer my deposit. now they won't and they want me to start process all over if i had an extra 2g's i'd buy a hud home.. why can't i just upgrade to bigger unit my rent is always on time
