Legal Question in Landlord & Tenant Law in California

My elderly mother allowed her adult son and his girlfriend to live in the home rent free. (No contract) Mom is now moving to another location and trying to dispose of her home. Son and girlfriend does not want to move out.

Since the PGE is in Mom's name can she simply no longer pay the PGE bill and let them shut it off? or does she need to continue to pay the PGE until the eviction procedure/unlawful detainer action is completed?

Son changed the locks to her home. What rescourse does Mom have to enter her home and is this a crime committed by son? ie vandalisim to her property?
