evict non-rent paying tennants
can ask relatives to leave my home without notice?

You don't give much in the way of facts, but I'll do my best to answer.
Even though the relatives are non-paying, they are considered as house guests.
You give a 30 day notice to vacate, and then file an unlawful detainer (eviction).
Of course, to answer your only question, you can ask them to leave. If they do fine. If not, give the notice to vacate.
