I'm being evicted first is this fair?

My girlfriend lives in a large apt. complex in L.A.

A new owner has bought the building and everyone has been asked to leave, however she has been told that she will be one of the first to be evicted.

She has been late paying her rent in the past but her rent is now current. My question is can she be forced to leave before the other tenants? Does'nt she have the same rights as everyone else?

The new landlord must give 30 days' written notice. In addition, if the apartment is in the City of LA, it may be under rent stabilization and she might not be evicted, unless certain limited conditions exist.
