In Jan. of 2009 after i paid my rent .Two days later i recieved a letter in person by the owner. to vacate the premises within 30 days. I moved in of Aug. of 2006. In Dec. of 2008 my manager posted a for rent sign in front of my building & the same day the owner gave me the letter he took off the sign off the property. I was informed that my apartment has been rented after he gave me my notice.

If the request was for no reason, then the landlord has to give you 60 days' notice, pursuant to Civil Code section 1946.1, assuming it's an apartment building. There are some exceptions, including the purchase of the building. However, that does not seem to be the case.

It appears that the landlord hopes to get higher rent from a new tenant. You might want to speak with a tenants' lawyer in your area about your rights.
