Eviction from a rented condo

A friend in her 80s is being evicted from a leased condo by the owner who will now live there. From what I can tell, Los Angeles provides relocation assistance under certain circumstances due to rent control laws. How can my friend confirm she is eligible and what is the process for requesting the relocation assistance from the landlord? I've researched it for her and it seems she should be entitled, if the building was constructed before 11/78. What info can I provide her to protect her rights?
