Fees after 9 years of tenancy

I recently moved out of an apartment which I resided in for 9 years (May 1997 to March 2006)! During that time, management never made any imporvements or upgrades to our apartment. Now that we have moved out, they want to charge us for repairs they are doing to the apartment, such as cleaning fees and cost to change linoleum in kitchen.

So my question is, since I lived there for 9 years with no improvements done, what can/cant they charge me for? Does any special law come into play since I lived there that long?

Your landlord cannot charge you to replace the flooring. That is normal wear and tear for which they are responsible. If they deduct the cost of the flooring from your deposit, you will have to take them to small claims court. There are no laws that provide benefits depending on the length of your tenancy, but the laws do highlight what the LL may and may not charge a tenant. Good luck.
