You need to contact a tenant attorney in your area. To pursue an injunction, you have to file an underlying lawsuit with some merit, and drafting one that will survive is not exactly an easy task. The landlord is clearly wrong, but you need to put together a lawsuit that is going to survive the landlord's eventual attack. This is the type of case where a tenant rights attorney might consider taking it on contingency. Contact the County Bar Association for referral to attorneys who handle tenant cases. Good luck - sounds like a really bad manager!
