who or where do i go to file an injuction against the manager where i live,who has shut off my heat and electricity,trying to force me to move without going thru the court to file unlawful detainer

Have you gone to the owner and demanded that the utilities be restored as shutting them off is clearly illegal? It is costly to file for injunitive relief.
