However, there might be a local zoning ordinance that applies. Also, conducting the repairs in a noisy manner or during certain hours might be a violation of local noise abatement laws. Also, this might be a violation of the lease if the landlord has rules against that type of thing. Try calmly disucssing this with your neighhbor. If can't resolve it, talk to the manager.
