Normally, landlord. Might be HOA. If you have renter's policy, read it. Insurance company might cover some, or most, of losses. Aslo, landlord or HOA should cover alternative housing.

It depends whether the HOA or your landlord is responsible. It should cover all of your personal property that the water damaged or destroyed. If you have your own renter's insurance, check the policy to see if you're covered for flood.

You should also be entitled to the cost of alternative housing while you were unable to stay in the rented unit. That might not be under your renter's insurance policy but is the responsibility of whomever was liable for the flooding. Normally, it is best t try tot get the other party to agree to pay ad not make a claim with your own carrier even though you are not at fault [so that the do not drop you or try to increase your premiums].
