Garage Leaks

Prior to signing my current lease, the garage (which is separate from the main single family house) leaks water during the winter.

Since the garage is not directly related to 'living conditions,' is the landlord still bound by the same requirements to fix it like they would be if it was a leak in the main house?

It's not living conditions. However, if it's specified in the lease that you have a parking garage to use and it's unusable because of the water leak, then you might have a breach of lease and can try to recover the cost of alternative garaging.
