Garage renting

Is it legal, in the state of Ca, to rent out an attached garage as a place to live. Also, is it legal to rent out seperate rooms of the same house? The garage has been converted but does not have any permits. Where should I look to so I can get more infor on renting rights and responsibilites? How can infractions be reported?

Normally an attached garage is not considered living space. You would probably violate zoning laws and building codes by renting it. If it was converted without permits, the building department can require you to reverse the conversion, and to get a permit to do the work. Complaints should go to the building department of the city or locality.

It is usually legal to rent out separate rooms of the same house. However, it is illegal to rent out parts of a room. You could not rent the north half of a room to one person and the south half to another.
