I gave 30 days notice but cannot move

I gave 30 days notice for self and roommate. We cannot move because place is not ready because of the fires. The landlord says they are going to charge us $150.00 per day until we vacate and that they will evict us if we do not leave. Can they do this?

While the landlord is being extremely unreasonable, he is probably well within his rights.

He cannot re-rent while you are there, and, of course, neither you nor the landlord is responsible for the fires.

However, evicting you could take four or five weeks, if you don't mind having an eviction on your credit history.

I suggest you negotiate with landlord, or retain an attorney to write "Scrooge" a letter concerning the situation. If you force him to evict you, it will cost him an extra $500 to $1,000 (depending on attorney fees), and he should be sensible enough to negotiate.
