If I give my landlord
a written 30 day ntice of Intent to Vacate, do I have to be out when that date arrives?
My landlord is telling me I have to be out on that date. He is saying he can force me to leave. Is that true? Or would he have to first evict me and go through that process?

Assuming this is a month-to-month lease, then yes, you have to leave by that date that you gave notice of, unless you want to be charged for overstaying. He cannot "force" you to leave without process of law. There's no self-help. If you overstay and refuse to leave, the landlord has to go through the legal eviction process.
