Legal Question in Landlord & Tenant Law in California

I have had 3 separate occassions of seizures in the past few months, Doctors have been unable to find a root cause of the sudden seizures and i have taken to the internet to figure this out.
In my apartment the air conditioning in my room is very old, maybe 20-30 years or more. It has had a few problems, The last of which was a couple months ago, when it started freezing (ice was visible inside the unit, water was leaking out of the air intake). The manager, told me to "let it melt" then try it again and it should work. This worked for a little while to my dismay as it wasn't functioning properly as it would freeze often.
After having a few seizures, being hospitalized multiple times, seeing countless neurologists, MRI's EEG's etc, Still no cause was found.
Then i remembered then when i previously lived in this same building, my dog died of an aspergillus mold infection in his nose.
I started looking up information on mold and where its usually found and the first thing i found was "old leaky A/C" units. I shined a flashlight inside my unit and saw nothing but filth, but im not able to tell if its mold.
I then found that one of the most severe side effect of this mold can be seizures, and all of my seizures have been in that room, mostly when lying in bed underneath this unit.
I have prepared and am about to submit this to the management as i need the unit replaced regardless as its very hot.
"I have seen moisture and ice inside my rather old air conditioning unit since about six months ago.
A few months ago, my air conditioner had frozen and i called you because it had ceased to work. You told me that when this happened i should turn it off and leave it off for "a few hours" until it melted then turn it on again and it should work.
Moisture at this level in air conditioning units is very dangerous and is a perfect environment for mold to replicate, which can be very hazardous to your health. I am not able to see very well inside the air conditioning unit, but im certain there is mold inside of it.
There is also a thin black line around the ceiling of my apartment which could be mold as i am told this is another common place for it to occur.
I am notifying you that this air conditioner is and has been a potential health hazard to me and my room mates. I would like it replaced and i would like the old unit to be left on my balcony, so that it can be tested for such mold. This unit is not to be thrown out, or cleaned, as it is potential evidence and doing so would be tampering with said evidence. "
Where should i go from here? Health department? who deals with this? should i independently test the unit for mold? i have some pictures, but im very confused at where to go from here.
ANY advice you could offer would be great, My license has now been suspended twice, leaving me unable to work, thousands of dollars in medical bills, if this were the problem i would be furious, but its looking more and more like it is.

If you can afford it, an independent mold investigation would be the best bet. Then take that to the health dept. If you can't afford it, you can try to get the the health dept. to investigate.
