Is it legal for a landlord to ask for first and last and a deposit?

Requiring you to pay the first months' rent has nothing to do with security deposits, so take that out of the equation. In California, a landlord may require a security deposit no more than the equivalent of two months' rent. So long as what he calls "last month and security deposit" combined don't exceed the total of two months' rent, then he is not violating the law. I think that you will begin to find that in these uncertain times, landlords are going to require more security than ever.
