Legal Question in Landlord & Tenant Law in California

if a home owner promises to rent a house to you and even puts it in an email and changes his mind at the last minute and now you have to move out of your old house with no place to go when he could of said "no" a week prior could i sue him for breaking some kind of verbal agreement and puting me and my family on the street after i turned down other owners because we chose his house and he chose us

You can sue for anything; the question is will you win. Based only on the facts you have given, you have a good chance of winning. Unfortunately there most certainly are a lot more facts than you have given. Whether those facts would improve you case or undo it, I clearly cannot say.
