Housing Repair Responsibility
I recently moved into a new
apartment which the landlord told
me would be remodeled by the time
I moved in. Upon moving I had to
request that baseboards, a working
dishwasher (the provious one was
not working) and working stove
knobs and burners be put in. The
baseboards were particularly
important as they worked to cover
areas that were open for pests.
The stove still does not work
properly, the kitchen sink has been
spitting up black smelly liquid and my
bedroom window is extremely old
and does not keep out any noise or
smells from outside (and I live across
from a freeway).
Whose responsibility are these
issues? Can I ask for a new stove? A
new window?

Yes to everything.
Write a certified letter to landlord, return receipt requested, regarding repairs, giving seven days to repair.
Call the local health, and building inspectors, and have them examine your apartment.
You have a number of options available, including repair and deduct, withhold rent, move, etc.
If having the inspectors out, and writing landlord doesn't work, there are several options available.
