Legal Question in Landlord & Tenant Law in California

The husbands sister in-law is living with the couple in their home. They are not charging her rent. While she is away at work the husband and his brother go through her things in the bedroom she is staying in. They also take something without her knowledge or approval. What are the legalities of going through and taking her possessions?

Whether she pays rent or not, the acts are criminal in nature. They are guilty of stealing, etc. and are also subject to damages via a civil suit. They should also grow up and act like adults not snooping little children.
