increase security deposit

Hello,

I live in Los Angeles county, and was told that I live in rent control and that my landlord can only raise the rent 1 time per year which he does every year. Recently he has also raise the security deposit to match the rental rate (without doing any inprovements to property) can he raise the security deposit each year?
