Interest on security deposit in the city of Los Angeles

I have been living in a rent control unit for a year and a half. I know the city of L.A has a policy that owners need to pay the yearly interest on the security deposit to the tenant. This has not happend and I would like to know whether I need to move out before I request the yearly interest or whether I can contact the owner and tell them about the policy. I am concern that if I contact the owner, they will use it against me or see me as a troublemaker.

Move out first. Owner must refund the security deposit within 21 days.
