Legal Question in Landlord & Tenant Law in California

L.A.H.D. taking all my income and requireing unreasonable repairs.

I come back from out of town for a few weeks and find out my tenants complained to L A D H, and I missed a ''General Managers Meeting'' (the postings were torn dawn). I asked my tenants just last week if there were any habitability problems, and they said ''no''. Apparently they are telling the city a different story because now they only have to pay %50 of there rent and can't be evicted. They are the cause of many of the problems (code violations).
