can my landloard go in and out my apartment whenever he chooses?

No. He must give "reasonable" notice, which is presumed to be 24hrs unless circumstances make a shorter or longer time reasonable. No notice is needed in an emergency. He also must limit entries to reasonable frequency and legitimate purposes. Otherwise he is trespassing.

I agree with Tim. He had better give you reasonable notice or t needs to be an emergency otherwise he interferes with your� quiet enjoyment� of your apartment. If he does it too much then you might want to get a restraining order against him.
