landlord adds commission fees on to water and trash bills

Is it legal to not only charge your tenants for usage but to add on the commission fees the property is charged to have a third party divide the utility bill. The tenants are not made aware of this added fee and are being billed monthly fees for a company they did not hire or have any notification that the water and trash bills have this additional fee built in to the actual usage. I do not know of any utility company that charges customers billing fees do I have any rights regarding this matter

Stop complaining! Don't forget, landlord can also raise the rent if he wants extra money!

Many utilities do in fact charge if there are three meters to read as opposed to just one, as it increases the amount of their work. They also charge the landlord a large sum to install the two other meters, so many landlords just have one meter and bill each living unit by the number of

people in it, etc, which of course results in the tenants fighting over who uses less water.

It sounds as though the landlord is not making nay money off of the billing process, just passing his costs along. If this is the only complaint you have about the landlord or where you live, there are several million tenants ready to take over your lease tomorrow.
