Legal Question in Landlord & Tenant Law in California

Our landlord came to our appartment and closed the washer/dryer water valves and said we could no longer use them because he wants to pay less on the water bill. Can he do that to us?

Your rental agreement is controlling. Review it and, if it says your landlord pays for utilities and the washer was contemplated when you signed that agreement, then he's required to allow you to continue to run the washer.
