Legal Question in Landlord & Tenant Law in California

Can a landlord automatically deduct from my deposit for carpet shampooing and cleaning of the unit despite my leaving it in the condition it was when I moved in? I was told that these charges are a "must" and that it is automatically withdrawn from the deposit regardless of whether i leave the apartment in its original condition. (I was told that these will be deducted and I haven't even gotten my initial inspection yet)

No, only charges for non-normal wear and tear damages can be withheld as otherwise it would be a non-refundable security deposit which is illegal in California. Your landlord could be liable for three times the amount withheld. Be sure to demand an inspection and contest any note made that the carpet or unit must be cleaned at your expense.
