Is landlord black mailing me?
Mgr wnt me 2 mv 2 dwn str apt cuz iv fel dwn str 2x, oly aft mgr paint str w/oil base pnt. If i don't mv. Mgr wnt me 2 sign a ltr advis'd by mgrs atny. If i won't sign wil i b evicted?

None of us guess at what your manager will do. None of us have seen any part of the letter so have no idea what its says. If you live in a non-rent control city or some place that does not have rules as to eviction beyond what is in the general California law, your landlord can simply refuse to renew your lease when it ends. He might also be able to argue you are a danger to others.
