my landlord is trying to charge me an amount in addition to my rent to cover the cost of water, sewer and garbage. My lease agreement states that he pays these what do I do ?

Unless you've brought in 10 relatives to live with you, who are using these utilities and making the charges unreasonably large, he is obligated to honor the written lease agreement.
