Landlord convicted High Risk Offender

Can a high risk sex offender lease a single home property to a single mother with a young child without disclosing his past convictions of kidnap and rape? Is this breach of contract on terms that he was at the property every day (as if he was watching me) for odd reasons until neighbors called the local police department for assistance to remove him, as well as his large dog that almost attacked my family while entering our regular entrance. During his escort out the officers discovered he had been sleeping in the basement/gardening shed on a nightly basis. He said he had every right and claimed to be the gardener, too!

He has no obligation to reveal past.

There is no breach of contract.

You do not give me enough facts to answer about the basement and gardening shed. Also, when he was escorted out, the question is why?

What makes him high risk?

I understand your anxiety, but he had a right to live his life, as so far, nothing has happened to prove him in violation of any laws.
