Legal Question in Landlord & Tenant Law in California

My landlord not only took over 30 days to give me a receipt of what he used my security deposit for, but then sent an email of a completely different receipt 3days later. I think I deserve a full refund due to his incompetence alone. I heard after 30 days you're entitled to a full refund. Is this true?
