can landlord demand rent and late charge penalty for time I was displaced from condo for wall damage from neighbors water pipe, a main pipe and mold?

No. If you are displaced from the rental unit through no fault of your own, the landlord must abate rent for the time the unit is not habitable. If, however, the damage does not render the property uninhabitable, then you are not entitled to rent abatement just because there is temporary damage to the unit.
