Can a landlord enforce rules that were not on the lease agreement

Probably. Most leases provide for rules and regulations that are not set forth in the lease itself, and the right to reasonably impose or change them in the future. If so, and as long as the rules do not substantially alter the basic terms and conditions of the tenancy and occupancy, they are enforceable.
