Legal Question in Landlord & Tenant Law in California

Our family is trying to find out what they could do in regards to their landlady who hasn't fixed the plumbing and electrical in their dwelling. She has a small house in the back and she is letting her niece and two children stay. They use the a/c and gas, but my sister is the one paying for their bills. Because she is behind in the rent, she's afraid that they will be kicked out. However, she is paying for her nieces utilities and they have already been to the point where they were shutting their utilities off. What can she do. We are afraid that one day the house will start on fire. Also, there are no security alarms.

Contact the local building and housing inspectors
Also, I would retain an attorney to write landlady a strong letter. This works more often than not.
