can a Landlord "hold" your property without letting you have access to it if it is what you need to do your job to have income and survive?

Generally the answer is no, but my sense is that there are some things missing from your question. Basically if the items are your "tools of the trade" the landlord should allow you access to them, but if you have stored the items and not paid for the storage rent, then the LL may have some grounds from withholding them from you. If this is not the case, you may need to contact local law enforcement authorities.
