Legal Question in Landlord & Tenant Law in California

Landlord intends to undertake major plumbing repairs on all units within a 200-unit building. There will be a single day during this process where residents will be required to be absent from the unit, but ONLY during a window from 8am to 5pm. At no point is the unit forecast to be 'uninhabitable' outside of the 8am-5pm window. My question is: Under these circumstances, can a landlord require a tenant's absence for any period of time without providing temporary accommodation for this period (hotel etc)?

If you have given reasonable notice to all tenants, and if the repair work is necessary to maintain the building, and if it is only for one business day for 9 hours, there should be no problem. You might also offer a pro-rata discount for the one day.
