If my landlord doesn't want to come get the keys how do I get them to him when I move out?

Most landlords have a dropbox on the front of their door at the managers office. Put the keys in an envelope, sign a document claiming that these are your keys listing your name, the apartment number and that you are moving out and no longer need the keys. Make a copy for yourself.
If your landlord does NOT have a dropbox at the manager's office, you can mail them to them. Follow the exact same instructions above. I would even recommend certified mail or where the landlord has to sign upon delivery.
