Can Landlord Do This?!

make me always stay 2 months in advance on rent, and then when im late serve me an unlawful detainer-eviction summons?

Not sure what you mean here. A landlord can charge a security deposit, or a combination of security deposit and "last months rent" in a combined amount of 2 months. (3 months for a furnished place).

If you have no security deposit, then it is possible that he could require two months in advance.
