Legal Question in Landlord & Tenant Law in California

My landlord neglected to give me several utility bills dating back to 2005 and at the end of each year he did not ask for payment of existing fees at the end of each year. Is there a limit on how far back a tenant can be expected to pay preexisting bills? Furthermore, is there a specified time in which a landlord is supposed to provide a copy of the utilities bill after receiving it? Is it legal to withhold copies of bills for an entire year?

Does your lease address the issue? Contact me directly,. five years is too long to spring a bill on a tenant.
